Qualification of a Cloud Service Provider for the “Sovereign Cloud Hosting for Brain&Mind” project

Brain&Mind is a biocluster dedicated to accelerating innovation in neuroscience, covering neurology, psychiatry, and sensory disabilities. Supported by a government investment providing funding over 10 years (2024-2034), our mission is to bridge the gap between science and entrepreneurship, helping startups overcome regulatory, financial and technological challenges. We bring together researchers, entrepreneurs, investors and major players in the industry to commercialize innovative brain health solutions.
As part of the project “Sovereign Cloud Hosting for Brain&Mind”, Brain&Mind is launching a call for applications in order to qualify a Cloud Service Provider for the hosting and operation of its technological tools as well as associated health data, including the necessary storage, calculation and secure transfer services. The Brain&Mind biocluster, winner of the France 2030 call for projects, has the public interest mission of facilitating the development and clinical validation of digital biomarkers in neuroscience.
To do this, Brain&Mind provides academic researchers and industrial players with collaborative and secure technological tools, positioning itself as trusted third parties.
The technological tools provided by Brain&Mind include in particular the B&M Tech Platform, a digital platform collecting and processing multimodal and multi-source health data for the purposes of clinical research, as well as a future Health Data Warehouse (EDS B&M) interoperable with partner EDS, allowing the secondary use of health data.
The main mission of the Cloud Service Provider will be to host the B&M Tech Platform in the short term (Q1 2026) and the future FROM B & M in the longer term.
The B&M Tech Platform will initially be the main data source for EDS B&M, which will first host and use structured data, and then, as it grows, unstructured data that may include imaging and omics data from multiple sources, at increasing volumes and feeding frequencies.
The B&M Tech Platform cloud hosting must comply with the certification Health Data Host (HDS) covering layers 1 to 6 under shared responsibility with the outsourcing provider HDS from Brain&Mind, while EDS B&M cloud hosting must comply with CNIL Health Data Warehouse (EDS) repository in collaboration with service providers contributing to the Brain&Mind EDS project.
Regarding the eligibility criteria, Brain&Mind is looking for a sustainable cloud provider whose offer covers both the public cloud and the private cloud (dedicated cloud), certified HDS V2.0 for its services in public cloud as well as in private cloud, and guaranteeing sovereignty ensuringimmunity from extra-European laws (outside the EU). A takeover by an extra-European actor will be a legitimate reason for rejecting the application or terminating the contract with the service provider.
Candidates' offers will be entirely written in French and the amounts expressed in euros.
If, during the examination of the file by the candidates, the deadline for the receipt of tenders is postponed, the previous provision is applicable according to the new date.
The validity period of the offers is fixed at 120 days starting from the deadline for the receipt of tenders.
The offer must indicate all subcontractors known when it is submitted. It must also indicate the services whose subcontracting is envisaged, the name and the quality of the subcontractors.
This call for applications is public, on the basis of an ordinary contract.
Brain&Mind is an association under the 1901 law that does not act within the framework of a contracting authority, the rules of this call for applications are therefore not subject to the public procurement code.
A framework agreement and associated application contracts will be concluded with the selected service provider (s), for a duration of the contract of 4 years maximum.
The amounts due to the incumbents and subcontractors will be paid within an overall period of 30 days from the date of receipt of invoices or equivalent payment requests.
Brain&Mind reserves the right to subsequently entrust the owner with one or more new orders aimed at the provision of similar services.

The qualification criteria and associated weights are listed below, and should be sent in the response form “AMI-Public_Cloud-Souverain-B&M_20251208_Formulaire-de-Réponse.docx” to be attached to the application form:
• Criteria for Solvency and Sovereignty, weighted at 25%
• Criteria for Compliance and Quality, weighted at 15%
• Criteria technics, weighted at 25%
• Criteria Economic and Contractual, weighted at 30%
• Criteria Partnerships, weighted at 5%
Note that the answers relating to most of the criteria must be based on the public cloud offer on the one hand, and on the private cloud offer on the one hand.
Interested candidates are invited to submit a file in .zip format including:
• The response form entitled “AMI-Public_Cloud-Souverain-B&M_20251208_response-form.docx”, duly completed and provided in the same.docx format ;
• All the supporting documents required by the form;
• Any additional attachments cited in support of a response to the form, up to a limit of 20 pages per document.
The files included in the application file must have explicit names and be referenced identically in the response form, at the corresponding location.
In case of an answer not applicable, it will be required to indicate “not applicable” in the answer.
Candidates may request additional information, which will be made public so that all candidates have the same level of information.

The application files must be sent before January 23, 2026 at 11:59pm through email with acknowledgement of receipt at the following address: barbara.andre@brainandmind.fr
If a new offer is sent by the same candidate, it cancels and replaces the previous offer.
Applications received after the deadline will not be considered.
The files will be examined on the basis of the files submitted and according to the criteria and weights defined above.
Candidates pre-selected by Brain&Mind will be invited to a physics audition on Wednesday February 4, 2026 at Brain&Mind, located at 30 rue de Campo Formio, 75013 Paris, 75013 Paris, in the presence of a selection committee whose composition will be defined later.
Additional information to be provided within 10 days may be requested by Brain&Mind from the pre-selected candidates, and negotiations will be initiated with them on the points relating to the award criteria, before the final selection scheduled for the week of February 23 June 2026.
The selection of the successful candidate at the end of the tender analysis procedure does not constitute a contractual commitment. It only constitutes the designation of the candidate whose offer has been evaluated as the most advantageous in accordance with the criteria defined in this call for expressions of interest. The conclusion of the contract is subject to the finalization and signing of a contractual agreement between Brain& Mind and the successful candidate.
In the event of failure of contractual negotiations - especially if no agreement is reached on the essential clauses of the contract - Brain&Mind reserves the right not to sign the contract. In this situation, Brain&Mind may reassess the other applications classified during the initial procedure and, if necessary, engage in contractual discussions with the candidate who arrived in the next position, without this creating a right to compensation for the candidate initially selected.
The confidential nature of the information transmitted to Brain&Mind by the candidates for this consultation, regardless of its nature and form, will be strictly maintained. Only persons authorized to deal with them as part of the current procedure will be aware of them.
Brain&Mind undertakes to use the information only for the purpose of analyzing the applications and offers submitted and undertakes not to disclose, not to communicate them to third parties, with the exception of its directors or its auditor, not to publish it, not to publish it, or to make it public in any way whatsoever.
